During this week, I had a meeting with the entire technical team of Guatemala to update them on my research and ask them some questions. It was the first time I had the opportunity to meet and speak directly with the whole team. An essential part of the research is to understand what Trickle Up has done in the municipalities of Guatemala. Know how it has worked, how it has been its collaboration and approach with municipalities and strategic partners and their relationship with the impacted communities.

During the meeting, we discussed issues related to municipal organization, priorities, and the main problems they face, the socio-economic factors facing communities, and how Trickle Up works with them. We also talked about the legal framework, the budget of municipalities, and on possibilities of escalating the program.

I learned that the main elements that affect the program's implementation are the political instability of the municipalities, short political cycles, violence, and drug trafficking. Corruption also plays an integral part as many of the decision-makers within the municipalities seek to have some personal benefit to agree to implement the program. For this same reason, the main implemented projects in the municipalities are infrastructure and not social or economic development programs.

After this meeting, I had a much clearer vision of the processes that Trickle Up follows in the municipalities and the main obstacles they face. In a documentary review, it is difficult to obtain information about the informal rules of the game. This interview was very helpful to understand another face of Guatemala.
